I am looking to find out if my Used Honda Accord has ever had the Timing Belt service performed. I called around and the local dealers don't seem to have a record from the previous owner.

No - Carfax information is spotty at best and often totally bogus. It couldn't even get basic title information right on my daughter's Accord and didn't reveal (as the seller did) that it had been stolen and recovered.
The only documentation you can trust for timing belt replacement is a receipt or dealer record. Timing belts are just too important to guess about. It's a bitter pill but if a seller can't provide proof of the timing belt change the buyer has to get it changed right away. go to your local honda dealer, they can run your VIN number and see if any dealer across the country has replaced it
other than that see if you can find out where the car was serviced and they can check their records
also one thing you can do (if its a 4 cylinder only) is check the water pump, if it looks newer than the engine block (and it would be fairly obvious) than most likely the timing belt has been replaced
if you have a V6 then the water pump is not visible and you wont be able to tell

The only thing you could do is take the VIN to each Honda dealer and have them check their service history, even then you might not find the answer.
Best is to have it and the pulleys that hold it in place replaced if you have more than 150,000 miles. See if you can contact the previous owner. If that doesn't work, change it for peace of mind. It's much cheaper than replacing an engine.
