Assuming you're in the US, the Jetta wagon could be. . .
2003 - 90hp/155tq ALH 1.9L TDI
2004-2005 - 100hp/~175tq BEW/PD 1.9L TDI
or 2009-2010 - 140hp/236tq 2.0L CBEA/CJAA 2.0l TDI
The '03 is the easiest to make power with. New Injector nozzles and a chip tune will get you to around 140hp/250+tq and is the lightest of the three. But you may need a clutch at that point. This can all be done for less than $1,000 including the clutch. $1,500 if you have someone else install the clutch and nozzles for you.
The '04-'05 PD can make a lot of power, but it's more expensive to do so. A chip tune would be your best bet, putting you around 125-130hp for $500 or so, depending on which tuner you go with and how heavy of a tune you want. Nozzles are once again a good upgrade, but the PDs injector system is much more complex than the ALH's and therefore parts are a lot more expensive.
The 09-10s really don't have many performance parts out yet, there are some tuners out claiming they're seeing 180hp with just a tune, but dyno claims have shown 10-15hp jumps instead of the claimed 40hp boost.
