Can I go to an independent shop to have my 99 VW Passat hooked up to a computer?

My ABS light is on and my Brake light is flashing. VW wants to charge me $110 just to hook it up to the computer and run a diagnostic test. Can I go to a shop to have it hooked up to a computer the same way? Can anyone guide me the right way?
