Depends on driving conditions. If you've been driving through a lot of salt and slush it's possible to see surface rust on undercarriage components in just 2 months if you never wash the car etc.
Seeing as that's probably not the case, take the car in and have it checked out a a Honda dealer - prematurely rusted parts underneath the car will likely be replaced under warranty on a car as new as yours - especially if it's a safety hazard and because it likely hasn't snowed in your area to give the car reasonable cause to rust like that.Is it normal to have corrosion on a honda civic 2008 with only 2800 miles and two months old?They rust. Steel parts. That is surface rust. Rust happens when you add water to steel. (Salt is not needed. Salt just makes water happen when water should be frozen in cold temperatures - so the rusting continues during the winter.
You have mileage on the car. It is now what is classified as "used". Not in showroom condition. Showroom cars never go outside.

a car is not supposed to get corroded until at least 5 years
and it certainly is not normal to have a corrosion in 2 months,no matter how much youve used the car
so i think you should complain to honda if you want to get it fixed
