I don't want to barbecue or grill outside.

I would say stove top. But the key to a good skirt steak is to marinate...makes it much more tender. Then really, you can cook it anyway you like.
EASY SKIRT STEAK
2 pounds beef skirt steak
2 tablespoons lemon juice
1/3 cup prepared spicy brown mustard
1 pinch salt and pepper to taste
1 cup blue cheese dressing (optional)
1. In a small bowl, stir together the lemon juice and mustard. Trim away most of the fat from the steaks, and rub with the mustard marinade. Place into a resealable bag, and marinate in the refrigerator for at least 1 hour, and up to 24 hours.
2. Preheat skillet for medium-high heat.
3. Grill or fry steaks for about 5 minutes per side, or to your desired degree of doneness. Remove from the heat, and let the meat rest for 5 to 10 minutes to let the juices settle. Cut each steak along the grain into 3 or 4 pieces. Serve with blue cheese dressing.Beef Loin Skirt Steak recipe?
I concur with the 1st poster that skirt steak is great marinated. It's also the perfect grill steak, so, I would opt for a broiler if you want to skip grilling. Here is a good marinade
1/2 cup olive oil
1/3 cup soy sauce
4 scallions, washed and cut in 1/2
2 large cloves garlic
1/4 cup lime juice
1/2 teaspoon red pepper flakes
1/2 teaspoon ground cumin
3 tablespoons dark brown sugar or Mexican brown sugar
I like cutting the skirt steak into 3 inch lengths in advance of cooking to maximize the surface browning. It also helps prevent loss of juices from cutting the steak right after cooking. Toss the pieces of skirt steak into a bowl or baggie and marinate for a few hours.
Grill or broil on high heat for about 3-4 minutes per side. (cut into one to see if its done to your liking).Beef Loin Skirt Steak recipe?
